Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Within the widespread uncertainty regarding the American military actions on Venezuela, the apprehension of leader Nicolás Maduro, and Donald Trump's announcement that the US will “run” the country and “reclaim the petroleum resources”, a single fact remains evident – these actions create a deeply alarming precedent.

A Dark Legacy and an Unprecedented Move

The United States has a grim history of meddling, military incursions, and control in the region, but the early hours of Saturday witnessed its first major military attack on the continent of South America. “American dominance in the western hemisphere will never be questioned again,” Mr Trump declared.

The decision to unilaterally attack another sovereign country and seize its president – only a few days after he stated a desire for negotiations – possesses far-reaching consequences. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, widely believed to have rigged the previous presidential vote. They now face extreme instability in the best case. Mr Trump has suggested that Mr Maduro’s deputy, Delcy Rodríguez would comply with American demands, and brushed aside prominent critic and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the acting leader, has so far sounded notes of defiance – and other elements of the headless administration are far more intransigent.

The Superpower as Rogue State

A man who came to office vowing to end foreign wars now says he is “unconcerned about deploying troops”. Redesignating the Department of Defense as the Department of War was more than posturing. He fails to perceive the world’s superpower as a global policeman; he is converting it into a renegade nation.

He holds the view that the US’s might enables it to do as it wishes with scant penalty: consider the military actions against Nigeria and Iranian installations. He asserts that the oil resources of Venezuela means this new undertaking “will be financially free”.

A Move Devoid of International Legitimacy

George W. Bush launched the invasion of Iraq on a lie. But this unlawful assault came without UN resolutions of any kind or the consent of the US Congress; Democrats were not even informed and say they were actively misled in briefings. Mr Trump aims not merely to stretch international norms, but to obliterate them.

Set aside the implication this carries to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid reportedly killed 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s growing sense of invincibility will likely encourage more reckless actions.

The Thin Pretext and True Motives

Few believe the excuse that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently pardoned the former Honduran president Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has been explicit that he is propelled by the lure of oil as well as a desire to project strength, the ideology of some in his administration, and the quest for a legacy as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The global reaction, especially in Europe, has – with notable outliers – been surprisingly subdued. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode emphasizes the waning power of international bodies.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to redirect his gaze inward – but soaring healthcare premiums, financial discontent and distracting files make foreign conflicts more appealing.

Barely 12 months into his four-year term. The international community may live to repent if they fail to speak up today, given what – and who – could be next.
